Take Action Against SCR 1015

An important but detrimental referendum bill is being heard tomorrow in the Senate Appropriation Committee meeting (starting at 1:30 in SHR 109). This striker (or new version) of SCR 1015 would create a ballot measure that would further reduce the money that the state can raise.  SCR 1015 has two main provisions:

  1. It lowers the state appropriation limit from 7.41% to 6.4%, which will create another set of restrictions tying legislators’ hands and weakening Arizona's financial strength and stability.  In the last 10 years the appropriation limit has been at or above 6.4% four times.
  2. It requires the state to refund any excess revenues collected but this creates fiscal havoc because the state’s carry forward into the next year would be reduced to nearly zero.  Carry forward funds enable the legislature to fund one-time expenditures such as capital projects.  Without a well-funded budget stabilization fund, rebating excess revenues rather than keeping them in the treasury unnecessarily drains the general fund and puts the state at risk of additional deficits.

This is not the way Arizona will regain financial stability.  Send a message to your senator (if you live in the district).
