According to HUD Secretary Shaun Donovan, “Often times, a little bit of financial assistance can make all the difference between finding or keeping a stable home and being forced to live in a shelter or on the streets.” 
This is the intent of the many homelessness prevention efforts.  Such programs utilize Emergency Solution Grant (ESG), Homeless Prevention and Rapid Rehousing (HPRP) and other eviction prevention funds to assist households who would become homeless but for this assistance.   Prevention programs provide short-and medium-term assistance and services to those who are at imminent risk of losing their housing.

Financial assistance may include short-and medium-term rental assistance, security deposits, utility deposits and/or payments, and relocation.

Housing relocation and stabilization services may include outreach, case management, housing location services, legal services, and credit repair.
